Web site design and promotion are often viewed as two separate
processes. You hire a web site designer to create your web site and then
you look for a Search Engine Optimization (SEO) company to do the
promotion.
While it is true that these two are often mutually exclusive...
designers tend to think in terms of how the site looks and SEO people
generally think in terms of keyword and contextual content... you will
find that if you have a web designer that understands SEO your site will
be more likely to naturally land higher in the search engine rankings.
The primary reason for this is the current search engine trend of
looking at contextual content instead of just keywords. Starting last year
Google began adjusted their search engine results to return sites that
provide content around a "theme". Their index tends to favor
sites with lots of content around a central contextual subject.
This makes the web designer more important in the SEO process because
most of the words in your site are provided through the development
process. If your designer knows and understands the SEO's job you are more
likely to have a site that meets the requirements for better search engine
positioning with less, after the fact, optimization.
So, if your designer wants to start working on the content of your site
before you have completed your keyword research you may want to look for
another designer. Let's face it, if you don't have traffic the best site
in the world is worthless.
